Mandate

The Directorate of Policy, Planning and Budget is responsible for the policy formulation and implementation of the Ministry’s strategic plans; identifying priority areas, objectives and targets; guiding the preparation of action plans; budget preparation and identification of the necessary financial and other resources to support the plans; and developing mechanisms for monitoring, evaluation and reporting. The Directorate is also responsible for establishing the Ministry’s policy, planning and budget-related central database.

  • Inadequate staff to carry out some major activities in the Directorate
  • Directorate’s staff need specialized training in planning, project proposal writing, monitoring and evaluation
  • Inadequate funds to enable effective M&E
  • Limited access to internet services

Core Functions

The functions of the Directorate of Policy, Planning and Budget are to:

  1. Facilitate the preparation of annual work plans for the Ministry.
  2. Coordinate the formulation and implementation of Strategic Plans of the Ministry.
  3. Participate in the development and review of the Ministry’s Policies.
  4. Align the strategic objectives of the Ministry to those of the National Development Plan of South Sudan and the National Development Strategy (NDS)
  5. Facilitate the preparation of annual work plans for the Ministry.
  6. Carry out baseline surveys on specific areas of interest of the Ministry.
  7. Establish and manage a central database for the Ministry.
  8. Coordinate the preparation of the Ministry’s annual budget and ensure its consolidation.
  9. Prepare the Ministerial policy statement (MPS).
  10. Prepare quarterly and annual budget performance reports.
  11. Prepare and compiled quarterly and annual activities reports
  12. Identify, prepare and evaluate development projects and programmes of the Ministry.
  13. Develop performance targets for the Ministry and monitor and evaluate their implementation
