Mandate

The Directorate of Administration and Finance is responsible for overseeing and ensuring that public service systems, policies and procedures relating to management of the Ministry’s budget, finances, human resource management and administration are effectively implemented and complied with.

To facilitate the achievement of the Ministry’s goals and objectives by maintaining sound administrative and financial internal controls in accordance financial management policies and procedures.

Core Functions

The Core Functions of the Directorate of Administration and Finance are to:

  1. Implement administrative, financial and human resource policies, laws, plans, procedures and regulations.
  2. Maintaining a rigorous expenditure control system in the Ministry.
  3. Processing all payments within and on behalf of the Ministry.
  4. Develop and implement human resource plans for the Ministry.
  5. Process human resource recruitment, promotion, placement, retirement, discipline and remunerations for staff in the Ministry.
  6. Conduct training needs assessment and organize for the human resource development of staff in the Ministry.
  7. Coordinating the general administration of the Ministry and providing administrative, logistical an d security support.
  8. Undertake procurement of assets and services (including insurance) and manage the disposal of assets.
  9. Manage financial and assets register of the Ministry.
  10. Overall maintenance of office buildings, vehicles, conservancy functions, and plants.
  11. Provide secretarial, security and cleaning/messengerial services in the Ministry.
  12. Provide support to the executive office of the Minister and the Deputy Minister (office managers, private secretaries, and confidential clerk and security personnel).
  13. Manage the general registry of the Ministry.
  14. Establishing and maintaining the IT Unit and all computer equipments, supporting the upgrading and rationalization of IT systems within all Units in the Ministry.
  15. Provide and manage ICT infrastructure, goods and services of the Ministry.
  16. Meet obligations of membership to international organizations e.g. association of African public administration and management (AAPAM).
  17. Establish and manage the Ministry’s resource centre.
  18. Develop and implement the ministry's communications strategy
  19. Manage the corporate image of the Ministry and provide coverage for ministerial events/ activities
  20. Produce information, education and communication materials and update the Ministry's website.
  21. Manage the Protocol function in the Ministry.
